Southeastern San Diego Merged Project Area:
The fiscal merger of the four existing redevelopment project areas in Southeastern San Diego and the lifting of certain financial limitations is necessary to improve the future capacity for effective, meaningful redevelopment in Southeastern San Diego. Significant remaining blight in these project areas is documented in the Draft Preliminary Report, dated September 2010, and the existing conditions justify the need for continuing redevelopment activities, one of the most important tools available in California, for accomplishing in-fill redevelopment in older, disinvested and economically declining neighborhoods.
