Crossroads/College Grove Merger
The Redevelopment Agency is in the process of merging the Crossroads Redevelopment Project Area and the College Grove Redevelopment Project Area. The merger will require a blight study, amendments to the redevelopment plans, and preparation of a Subsequent Environmental Impact Report (EIR). Public notices, public meetings/hearings, and draft documents for public review and comment are posted on the Agency's website as they become available.
General Project Area Information
The City of San Diego's 1,031-acre Crossroads Redevelopment Project Area and Redevelopment Plan were established by the City Council on May 6, 2003 (Ordinance No.19174 N.S.). The area either connects with or is in proximity to the Redevelopment Agency's City Heights, College Grove, and College Area Redevelopment Project Areas, as well as the redevelopment project areas of the cities of Lemon Grove and La Mesa. The Project Area also enjoys close association with San Diego State University, the College Grove Shopping Center, and the Joan Kroc Center, a 12-acre family support, education, recreation, and cultural arts facility.
The focus of the Redevelopment Plan is twofold: to revitalize the properties along El Cajon Boulevard, University Avenue, Streamview Drive, and College Avenue and the residential neighborhoods of Chollas Creek and Fox Canyon; and to develop the Resource-Based Parkland at Chollas Park. The goal of the Redevelopment Plan is to address the physical conditions that exist along these corridors and to have a positive impact on the adjoining single-family neighborhoods. The purpose of the Redevelopment Plan is to eliminate and prevent the spread of blight and deterioration, and redevelop the Project Area in accordance with the General Plan and applicable community plan, local codes, and ordinances.
The main objectives of the Redevelopment Plan primarily focus upon economic growth enhancement, infrastructure improvement, expansion of employment and recreational opportunities, preservation and expansion of housing stock, and retention and expansion of existing neighborhood-supporting businesses within the Project Area. The Redevelopment Plan excludes single-family zoned and designated property within the Project Area from eminent domain (i.e., a taking).
The establishment of the Crossroads Redevelopment Project Area affords the community and the Redevelopment Agency certain resources to improve the economic and physical conditions and implement the adopted community plans (College Area and Mid-City Communities). In addition to the traditional toolbox of Redevelopment, activities within the Project Area will also be implemented through other economic development tools and resources, such as business improvement districts, façade improvement programs, first-time home buyer assistance, and more.

Background Information
The establishment of the Crossroads Redevelopment Project Area ("Project Area") and Redevelopment Plan began on September 25, 2001 with the adoption of a survey area by the City Council. On February 7, 2002, the Planning Commission selected the preliminary boundaries for the Project Area and adopted the Preliminary Plan. On April 2, 2002, the City Council selected the preliminary boundaries, adopted the Preliminary Plan and the Project Area Committee (PAC) Election Procedures. On June 19, 2002, the City Council ratified the results of the Crossroads Redevelopment PAC Election of May 15 and May 29, 2002.
On September 24, 2002, the Redevelopment Agency authorized the transmittal of the Preliminary Report and Redevelopment Plan for the then proposed Crossroads Redevelopment Project Area. On January 30, 2003, the Planning Commission adopted a resolution determining that the draft Crossroads Redevelopment Plan and implementation activities described in the Redevelopment Plan were in conformity with the General Plan of the City and the appropriate community plans. On May 6, 2003, the City Council approved and adopted the Project Area and the Redevelopment Plan.

- The Crossroads Redevelopment Housing Enhancement Loan Program [HELP] was created by the Agency as part of an overall program to increase, improve, and preserve the supply of housing occupied by persons and families of extremely low and moderate income within the Crossroads Redevelopment Project Area and the surrounding neighborhoods located in census tracts 27.03, 27.09, and 27.10.

Adopted Relocation Plan (PDF) The Redevelopment Agency of the City of San Diego ("Agency") has prepared this plan and method of relocation ("Relocation Plan") for those site occupants who may be displaced by Agency action within the Crossroads Redevelopment Project ("Redevelopment Project") area ("Project Area"). This Relocation Plan was included as part of the Agency's Report to the City Council required by Section 33352(f) of the California Community Redevelopment Law in connection with the amended Redevelopment Plan ("Redevelopment Plan") for the Redevelopment Project.
Adopted Redevelopment Plan (PDF) This is the Redevelopment Plan (the "Plan") for the Crossroads Redevelopment Project (the "Project") in the City of San Diego (the "City"), County of San Diego. Rules and Regulations for Implementing Relocation Assistance, City of San Diego Redevelopment Agency (PDF) This document has been adopted by the Redevelopment Agency as the standard for all City of San Diego redevelopment programs. The purpose is to implement the California Relocation Assistance Law in a uniform, fair, and equitable matter. Sections include a discussion of relocation assistance and plans, comparable replacement dwelling units, relocation payments, claim procedures, grievance procedures, acquisition practices, and property management practices.
Second Crossroads Redevelopment Project 5-Year Implementation Plan (PDF) The Five-Year Implementation Plan outlines the projects and expenditures the Agency will undertake to address blight within the Project Area. The Plan incorporates the Agency's redevelopment goals and objectives for the Project Area and serves as a guide for the Agency's activities during the next five years (2008–2013). Project Area Committee (PAC) Information
The Crossroads Redevelopment Project Area Committee (PAC) meets on the fourth Thursday of every month at 6:30 p.m. at College Avenue Baptist Church, 3rd Floor Meeting Room (Centennial Education Center), located at 4747 College Avenue. However, in November and December, the meeting is on the second Thursday of those months.

2011 Project Area Committee Annual Election – June 23, 2011
The Crossroads Redevelopment Project Area Committee (PAC) is a 15-member advisory group that consults with and advises the City of San Diego Redevelopment Agency on projects affecting the residents of the community. The Crossroads Redevelopment PAC will hold its annual election on June 23, 2011, from 6:30 p.m. to 8:30 p.m., at College Avenue Baptist Church, Centennial Education Center, 3rd Floor, at 4747 College Avenue.
If you would like represent your community as a PAC member, please fill out the Candidate Registration Form by 5:00 p.m. on June 20, 2011. Candidates will have the opportunity to make a speech during a candidate forum from 6:30 p.m. to 7:00 p.m. before the regular PAC meeting/election on Thursday, June 23, 2011.
Seven (7) seats open for election include:
- Two (2) Residential Owner-Occupant representatives
- Four (4) Business/Property Owner representatives
- One (1) Community Organization representative at large
If you would like to vote in the election, please fill out the Voter Registration Form no later than the day of the PAC election on Thursday, June 23, 2011.
Candidates and voters must be at least 18 years of age and provide proof of residency, business or income property ownership, or designation as a candidate/proxy voter by a community organization in the Crossroads Redevelopment Project Area.
Candidate information with eligibility documentation as outlined in the Crossroads Redevelopment PAC Formation Procedures must be submitted by 5:00 p.m. on Monday, June 20, 2011, prior to the PAC election, for candidates to be eligible to run for a seat.
